Local History Collection

Rules Governing Collection Use



The Local History Collection of the Clarion Free Library is responsible for collecting, preserving, and disseminating historical information relating to Clarion County and its surrounding areas.  Access to the collection is during normal library business hours:  Monday through Thursday 9:00 to 8:00; Friday 9:00 to 5:00; and Saturday 8:30 through 3:30.  Researchers are welcome to use the resources of the Local History Collection during the hours the library is open, provided due care is taken to ensure the preservation of these materials.

 The following rules have been established to preserve the library’s local history collection and to ensure that they are accessible.  The Local History Room is reserved for registered patrons/researchers.

1.    All researchers must sign the visitors register each day they use the Local History Collection.
       On the initial visit,researchers complete a Patron Research Form and provide
       photographic identification or an active Clarion Free Library card and/or Clarion County
       Library card.The information on the form remains confidential.  Forms are renewed every
       year if possible.

2.     Personal Property not essential to research must be placed in the designated areas.  Keyed
        lockers are provided to store briefcases and other personal items.

3.     All materials are to be used with great care.  No marks are to be added or removed, and no
        objects placed on materials. The use of pens, indelible pencils, or felt-tip markers is not
        permitted under any circumstances.  ONLY SOFT-LEAD PENCILS MAY BE USED.
        Pencils are available by asking staff. No tracing or rubbings are permitted without specific
        permission.

4.     Personal computers (out of cases) may be used as long as they do not disturb other
        researchers or staff.

5.     Smoking is not permitted, and no food or drinks of any kind may be taken into the Local
        History Collection Room and in the library.

6.     The materials in the Local History Collection Room are NON-CIRCULATING.

7.     All material must be handled with care.  Materials should not be written on, marked, altered,
        leaned on, folded anew, traced, or handled in anyway likely to damage them.  Immediately
        notify the staff of any damage noticed.  If you have a correction or additional information on
        an item, please notify the staff.

8.     When finished, please place all materials on the designated cart.  Books maybe left on the
         tables.  DO NOT ATTEMPT  TO RESHELVE OR REPLACE MATERIALS.

9.     The library reserves the right to refuse to copy certain fragile or oversized materials.
        Researchers are requested to be as selectful as possible when making Xerox requests since
        the process is, ultimately harmful to the materials.   Researchers
        may not use their own camera or video equipment to copy materials without the written
        permission of the Local History Librarian or the Library Director.

NOTICE:  WARNING CONCERNING COPYRIGHT RESTRICTIONS--The copyright law of the United States (Title 7, U.S. Code) governs the making of photocopies or other reproductions of copyrighted material.  Under certain conditions specified in the law, librarians and archives are authorized to furnish a photocopy or other reproduction.    One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research."  If a user makes a request for purposes in excess of "fair use," that user may be liable for copyright infringement.  IT IS THE SOLE RESPONSIBLITY OF THE USER TO OBSERVE ALL COPYRIGHT LAWS."

10.    Local History Collection materials may not be displayed or published, in full or in part,
         without the written permission of the Local History Librarian or Library Director.

11.    As a security measure, the staff receives the right to inspect all articles, including research
         materials, all papers, and computers brought out of the Local History Room by
         patrons/researchers.

12.    The Local History Collection Librarian reserves the right to refuse access to any individual
         who has demonstrated such carelessness or deliberate destructiveness as to endanger the
         safety of the materials in the collection, or who has failed to comply with the above stated
rules.
