Lets look at the Clarion Free Library Internet Rules before we start

Internet Policy

The Clarion Free Library is pleased to offer access to the wealth of information available on the Internet as part of its public service mission. The Internet, as an information resource, enables the library to provide access to information, ideas, images and commentary beyond the confines of its own collection, mission, selection criteria, and collection development policies.

Therefore:
 
1. Time permitting, Library staff will assist in getting library users started on searching the Internet, but each individual user must accept responsibility for determining search and exploration paths while logged on to the Internet.
2. So that the Internet will be available for use by the maximum number of people, there is a limit of a 1/2 hour per session per individual. Additional time may be extended as available. 
3. Since the Internet is an extension of the resources of the Library, it is made available for the primary purpose of reference and research. The use of chat rooms and games on library computers is prohibited.
4. Because the Internet contains a wide variety of material and opinions from varied points of view, not all sources on the Internet provide complete, accurate, or current information. The Library makes no warranty as to the information's accuracy, authoritativeness, timeliness, usefulness or fitness for a particular purpose. The Library shall have no liability for any direct, indirect, of consequential damages related to the use of the information contained within.
5. It is the policy of the Library to allow unfiltered access to the Internet for adults and minor children. Parents/guardians must take responsibility if they wish to ensure their minor children do not access Internet or other online sites that contain explicit sexual material. However, the Library reserves the right to place reasonable restrictions on the time, place and manner of viewing obscene material, material harmful to minors and/or material in violation of Title 18 PA C.S. 5903.
6. The Library supports the users' right to privacy. However, users are advised that because security is technically difficult to achieve, electronic communications and files could be viewed by others. Intentionally disrupting or monitoring the electronic communications of others (i.e. altering, removing or damaging configurations of hardware or software) is prohibited. The Library shall have no liability for damage or injury arising from the invasion of the users privacy by others.
7. Software and information downloaded from any source including the Internet may contain viruses. The Library does not allow the downloading of files directly to the hard drive or onto one's own storage medium. No personal storage medium from the outside may be used in any Library computer.
8. The use of Library computers in a manner in violation of copyright law is prohibited. The Library disclaims liability or responsibility arising from access to or use of copyrighted information through the Internet. Ultimate responsibility for  consequences of copyright infringement lie solely with the user. 
9. Misuse of Library computers may result in the suspension or loss of privileges to use them. Illegal acts involving computing resources may also be subject to prosecution by local, state or federal authorities.
